Board of Directors

Dr. Robert W. Chase, Director — A resident of Marietta since 1978, Dr. Chase has BS, MS, and PhD degrees in Petroleum and Natural Gas Engineering from Penn State University. He served as Chair and Professor of the Petroleum Engineering Department of Marietta College for 37 years.  He has served as a consultant for numerous companies for over 40 years. He is one of the original stockholders in Settlers Bank.

Steve Hall, Director — A lifetime resident of Williamstown, Mr. Hall is a graduate of Williamstown High School and West Liberty State College. He started his banking career at Dime Bank in 1978 where he progressed to Executive Vice President and Chief Lending Officer. He continued his career at Wesbanco as Regional President. He has served as Senior Vice President and Chief Lending Officer for Settlers Bank since its opening in 1999, until his retirement on 12/31/2021. He is a member of the Williamstown Community Improvement Corporation, Waverly Oaks Homeowners Association and the Economic Roundtable of the Ohio Valley.

Donn R. Schafer, Director, President and CEO — Mr. Schafer is a native of Marietta and a graduate of Marietta High School and the Ohio State University. He has been actively involved in banking for nearly 30 years, having been employed by the Guernsey Bank in Cambridge, Ohio as Vice President and Chief Financial Officer from January 1994 until he came to work for Settlers Bank in August of 2002 as Vice President and Chief Financial Officer. Mr. Schafer was promoted to Senior Vice President in May of 2004, to Executive Vice President in May of 2008 and President in May of 2011. He was elected a Director of Settlers Bank in January of 2010. He is the past Chairman of the Board of the Marietta Area Chamber of Commerce, and currently serves on the board of the Memorial Health Foundation and the Economic Roundtable of the Ohio Valley.

Dan S. Stephan Jr., Organizer and Director — A lifetime community resident, Mr. Stephan has been VP of Valley News Service, Inc. Parkersburg, WV since 1979. He served as a director at The Dime Bank from March 1987 to April 1998. Mr. Stephan is also Secretary/Treasurer of S.R. Properties, Inc. of Parkersburg, WV. He has been a director of Settlers Bank since 1999.

Louis G. Stephan III, Director — A graduate of Williamstown High School and Cornell University, Mr. Stephan has an extensive background in hotel management in several locations throughout the eastern United States. Most recently, he was owner of the Holiday Inn at Marietta. He is past president of the Marietta Tourist and Convention Bureau.

Neil R. Wynn, Organizer and Director — A lifetime community resident, Wynn was a director at The Dime Bank from March 1986 to April 1998, when Commercial Bancshares sold the bank to WesBanco. His entrepreneurial ventures include real estate construction and development, oil and gas production and a new car and truck dealership.

Alexander R. Pfaff, Director — A lifetime resident of Marietta, Alex graduated from Marietta High School and Ohio University with a B.S. degree from the College of Engineering. Growing up, he was active in Boy Scouts and achieved the rank of Eagle Scout. Alex was the owner and President of United Sealing from 1980-2020. He is a member of Harmar Lodge 390 and the Marietta Shrine Club.

Khadine L. Ritter, Director — Khadine moved to Marietta in 2000 after completing her law degree from Case Western Reserve University. She earned her Bachelor’s degree from Drake University, majoring in Russian Area Studies and International Relations. She has worked as an attorney at Theisen Brock, LPA since 2000, and she is licensed both in Ohio and West Virginia. Khadine’s legal practice is primarily in real estate and commercial litigation.
